Abstract

Participatory planning has become a popular planning approach in the last 20 years. In developing countries with large areas such as Indonesia, participatory planning helps efficient development by providing direction on the independence of tourism development activities. This study used a qualitative method by observing literature review from several previous studies. This study divides the role of participatory planning into ideas, empowerment and community participation. At the level of participation of ideas, the community only plays a role in providing ideas on the development agenda. At the level of empowerment, the community plays a role in increasing human resources and community participation so that they play roles in improving the economy of the community. Moreover, a community acts as an institution that manages attractions and maintenance of facilities to support tourism development.
